Percy was born in Kaniva, Victoria and attended evening classes at the National Gallery of Victoria. He moved to Sydney and worked as an illustrator and cartoonist before becoming a student of the tonal realist Max Meldrum. Leason relocated to New York in 1937 and opened an art school teaching a modified form of Meldrumism. In 1945 he won the Audubon Artist’s Hollander Prize and in the 1950s was elected a fellow of the London Royal Society of Arts, His last solo exhibition was held in new York in 1958.
